This would not have been so obvious if they simply had broken up the facility throughout a dozen or so “distribution” centers, all connected by fiber. underground would have been more advisable, especially due to the nature of the facility.
It seems plausible that all of NSA could become comprimised should foreign companies succesfully backdoor this data center as it most likely connected to the vast majority of the agency’s head quarters and operating posts. Sure the facility is designed to defend against personnel, but it won’t be people doing the attacking.
I wonder how those Cyber – Espionage talks with China will go
