★BREAKING NEWS★ Cyprus reached a deal early Monday to receive funds from its European and international lenders to prop up its ailing banking sector and prevent its exit from the euro zonThe cash-strapped island nation agreed a deal with the European Central Bank (ECB), the European Commission and the International Monetary Fund — collectively known as the Troika — to secure 10 billion euros ($13 billion) of aid, the reports said, citing European Union officials. Reuters reported that the proposed agreement would include the closure of the country's second-largest lender, Popular Bank of Cyprus or "Laiki Bank," with deposits under €100,000 to be shifted to the larger Bank of Cyprus. Deposits over €100,000 at Laiki would be frozen and used to pay off debts, it said. Separately, Agence France-Presse reported that, as part of the agreement, the country will impose a 40% haircut on Bank of Cyprus depositors holding more than 100,000 euros in their accounts. The proposal then went before the European Union's finance ministers, known as the Eurogroup, who gave their approval, according to Reuters and Bloomberg. The Eurogroup was due to make a statement shortly. Investors were concerned that Cyprus wouldn't be able to come up with a plan acceptable to the Troika before a Monday night funding deadline set last week by the ECB. In the worst case, many analysts said, Cyprus would become the first nation to leave the euro currency bloc.

Sen. Rand Paul (R-KY) made the case for his "libertarian Republican approach," reiterating his belief that the GOP can appeal to a wider base of Americans by, among other suggestions, taking a principled stand for "the right to trial by jury," getting the government to take a "neutral" stance on marriage, reforming immigration, and relaxing rules against marijuana use and other nonviolent crimes. In order to be competitive in New England and other typically "blue state" strongholds, Sen. Paul suggested that the party consider his "libertarian Republican approach to things" because "young people are attracted to that and our party could grow if we accepted something more than the cookie-cutter conservatives in the past." He added that the left-right political paradigm "doesn't always work for people," because most people consider themselves "independents and moderates" on issues like jailing individuals for marijuana use and on whether the United States should pursue a less aggressive foreign policy than what conservatives have to offer. When pressed on his stance over the drug war, Paul suggested that the last few presidents would have been jailed for their own non-violent dabblings with drugs, and yet we continue a policy of locking up individuals for low-level drug possession. But a lot of poor kids, particularly in the inner city, don't get lucky and they don't have good attorneys and they go to jail for some of these things and I think it's a big mistake," the Kentucky Republican said. The senator clarified that he does not personally condone marijuana use, but he thinks it's a "mistake" to jail users for such nonviolent crimes: "There are people in jail for 37, 50, 45 years for nonviolent crimes and that's a huge mistake. Our prisons are full of non-violent criminals. I don't want to encourage people to do it. I think even marijuana is a bad thing to do. I think it takes away your incentive to work and show up and do the things that you should be doing. I don't think that it's a good idea." On the hot-button issue of same-sex marriage, Sen. Paul maintained that he personally believes in traditional marriage, but that as opposed to conservatives actively trying to get the federal government to take their side in the marriage fight, the senator believes it ought to remain "neutral." "I don't want the government promoting something I don't believe in," he explained, "but I also don't mind if the government tries to be neutral on the issue." He advocated for the federal tax code to be "neutral" on marriage: instead of dishing out benefits to defined couples, Paul believes a simpler tax code wouldn't need to include marriage definitions.

North Korea has produced another anti-US video - showing the iconic White House and Capitol building in flames.

The four-minute video titled "Firestorms will rain on the Headquarters of War" was posted on the YouTube channel of the North's official website, Uriminzokkiri, which distributes news and propaganda from the state media.

The first two minutes used still photos of US fighter jets, B-52 bombers and aircraft carriers to portray the United States as a bullying nuclear power intent on bending Pyongyang to its will.

"Second by second, the fuse of a nuclear war is burning," a female narrator warned.

It then showed a sniper's crosshairs superimposed over the White House, before switching to animated footage of the dome of the US Capitol building exploding in a fireball.

"There is no limit to the range of our strategic rockets," the narrator said.

Angered by UN sanctions imposed after its nuclear test last month, North Korea has threatened the

United States with a pre-emptive nuclear strike, as military tensions on the Korean peninsula escalated to their highest level for years.

Although experts say the North is years from being able to fire a nuclear-tipped ballistic mile as far as the US mainland, US Defense Secretary Chuck Hagel responded Friday with plans to boost West Coast missile defences.

It was the latest in a line of similarly-themed videos posted to the Uriminzokkiri channel.

An offering early last month showed New York in flames after an apparent missile attack, and another two weeks later depicted US soldiers and President Barack Obama burning in the flames of a nuclear blast.

"Firestorms will rain on the Headquarters of War" sits at about four minutes long and shows numerous minutes what are ostensibly North Korean troops firing hundreds of artillery rounds up in the air. After a few minutes of this, the video shows images of the White House and the U.S. Capitol Building overlaid by a targetting reticule and then a sort of community-access level fire-effect.

The news came as South Korea and the U.S. set to fly B-52 bombers over the North.

Did the EU see an opportunity to steal Russian money to collect what it’s owed? Did the Cypriot government see an opportunity to steal Russian money to pay it’s debt? Did the Russians perhaps push for this to gain leverage to get the mineral and basing rights they want? Will the EU and the US permit that?
